Yeah you could very likely get through Astartes power armor with plasma rifle,s as they may not be anywhere near as powerful as an imperial plasma weapon, they are still plasma weapons firing at very intense heat levels, and sustained fire will eventually melt through Astartes plate. the problem with especially 40k is the somewhat inconsistent portrayals of their technology. Flak Armor is what regular guardsmen wear, Carapace armor is generally worn by Tempestius Scion's and space Marine Scouts, as well as some guard officers and Commissars. but id imagine only the strongest portions of flak armor like the chest plate can stand up to heavy stubbers, while leg, arm, and side protection is not. But even the stronger portions of flak armor can withstand Heavy stubbers to a limited degree. You may be thinking of Flak armor, which is much weaker than carapace armor. Generally it takes a heavy bolter or something with similar penetration to reliably punch through Carapace armor. Carapace Armor generally stands up quite well to heavy stubber fire, and in some places can even resist bolter fire. ![]()
